In order to get full brightness for Minecraft Bedrock 1.21, what you want to do is download this texture pack, which can be found in the link in the description below and in the pinned comments.

description below. But anyways, once you've loaded this texture pack into Minecraft,

you want to go to settings and make sure that under global resources, you select "My Packs" and activate this texture pack.
