I think many of you are curious about how the public law regarding the world’s medicine is progressing, so I will assess the situation calmly.

I have prepared something that can help you now. The investment will be reduced, and you know how to make good arguments. Ah, you must be right; it feels like the lion's share that was once there. Now, there are seven types of funds that will cut taxes in half. Only individuals will pay taxes during the personal income tax period, while foreign corporations will not. This means giving up 13 trillion won in tax revenue for the sake of 1.3 trillion won in tax revenue. They are saying they will reduce taxes. By introducing investment, they can collect an additional 1.3 trillion won in taxes, but on the other hand, 5 trillion won will be lost in stock trading, and then the income tax rate for fund income will be 49.5% and 22%, which means 8 trillion won will be lost. So, in reality, 13 trillion won will be collected less, resulting in a reduction of 11.7 trillion won. This is a form of taxation that is particularly harsh on the working class and the middle class, creating a triple taxation burden, including the special tax for rural areas.

The financial investment company is now also subject to health regulations. The fifth source of withholding tax is a concern. Since one financial institution is monopolizing, other financial institutions now have to worry about their funds being withdrawn. This has become widely known, and I have shared a lot of information about it. As a result, the securities firms have come together to discuss this issue. There are concerns about the effects of year-end settlements, the deprivation of dependents, and the potential collapse of the market and the bond market. This information has been widely disseminated. I have played a significant role in shaping public opinion towards the abolition of the gold tax. I participated in a discussion with Chief Researcher Lee Sang-min from the National Budget Research Institute, where we had differing opinions. However, we agreed on one point: withholding tax is unreasonable. Researcher Lee mentioned that there is no solution with withholding tax, which made me realize that this approach is not viable. On June 20, I attended a forum at the Free Enterprise Institute, and after discussing with scholars, I concluded that this approach would not work. 

On the right, you can see a picture of our representative, Jeong Hee-jae, who held a demonstration in front of the Democratic Party headquarters on May 30 to convey our opinions. On August 15, individual investors gathered again to discuss the matter properly.

Let's take a look. Right now, you are pushing forward with this. Since August 15th is a holiday, don't waste your time at home. Instead, gather in front of the Democratic Party headquarters in Yeouido. After that, we have a course planned to go to the Han River Park for some Han River ramen. 

At this time, there was a discussion where Professor Song Won-jae from Seoul City University mentioned that the analysis was only at the level of revenue projections. Despite this, he questioned whether the government has conducted sufficient research on how the introduction of the gold and silver tax would impact the overall economy. He analyzed this, but to have a discussion, we need data. He requested data related to the gold and silver investment from the Ministry of Strategy and Finance, but there was nothing available. I know about this because originally, the Ministry of Strategy and Finance had prepared the data back in 2019 under the leadership of Democratic Party Chairman Lee Hae-chan.

When it was time to give it to the Democratic Party, they received it and realized that if the investment tax passed, it would not be possible to abolish it. This was the conclusion that the civil servants brought to them. They didn't like that and discarded it. Professor Lee Young-han from Kyemyung University, who was also present, mentioned that due to the nature of taxes, once a tax is initiated, it is very difficult to abolish it. Therefore, when introducing a new tax, one must be particularly cautious. He expressed agreement with the opinion that introducing the investment tax at this time is premature, especially since there is no related research available. Lee Ji-eun, the president of the Financial Lawyers Association of the Korean Bar Association, stated that if the investment tax is imposed in the form of withholding tax, it could lead to a concentration of accounts in one financial institution, causing significant inconvenience for individual investors. As a result, they concluded that this was not feasible. Later, they discussed and agreed that they should not pursue this, but if they mentioned abolishing it, the Democratic Party would lose face.

It has been concluded that we should now talk about the situation and move towards a resolution. We are currently progressing in a step-by-step manner. On July 3rd, during a meeting with the CEO of a securities company and the head of the Financial Supervisory Service, it was noted that the detailed collection criteria are not established, and the preparation of related systems is lacking, with many aspects being quite rough. We need to quickly decide whether to implement it or postpone it. According to what I have heard, some securities companies have begun to build systems related to tax collection, but all of these companies are currently at a standstill. The majority of securities companies have not developed any programs related to tax collection at all. Therefore, even if they want to proceed, they cannot do so due to the lack of systems. All participating securities companies are in the same situation.

There was an opinion that implementing the gladiator system would be difficult, and there were no opposing views or minority opinions on this matter. The establishment of specific criteria requires significant human and material resources, and it will take a lot of time. Currently, it is the end of July, so having only five months until August, September, October, and December is not feasible. Therefore, it is deemed impossible. The most critical issue is that if the system is implemented, funds will ultimately flow from small and medium-sized securities firms to large securities firms due to the source of funds. As a result, small and medium-sized securities firms are currently considering their survival crisis. Recently, I met with representatives from Kiwoom Securities, and they expressed their gratitude, saying, Thank you for saving our company. They mentioned that they were unaware of the situation, but it turns out that Kiwoom Securities is facing a significant crisis.

The securities firms like Shinhan Securities or eBest Securities below will simply disappear because they are currently opposing this fiercely. The chairman of the Korea Financial Investment Association, Seo Yoo-seok, believes that improving the capital market system should be pursued with a long-term perspective and that he will work on aspects that can contribute to this flow. He stated that the decision on whether to implement the financial investment tax can no longer be postponed, and that a reasonable solution must be derived as soon as possible. The chairman of the financial investment association mentioned the abolition or harmful effects of the tax, which is a first. The reason is that the initial motivation for introducing the financial investment tax was to reduce the taxes of private equity fund investors, as it was a law created for that purpose. Therefore, the association that the private equity fund members belong to is the financial investment association.

There were no opinions for or against it. There was some division within that, but now it seems that the trend is leaning towards the page or the side of Yu, so a direction has been set. Therefore, it cannot be helped. Next, to finalize this, Director Lee Bok-hyun will meet with the representatives of the management companies soon. If the representatives of the management companies oppose, then all financial institutions will oppose as well, making it impossible for the Democratic Party to proceed even if they want to. The law has already been passed, so if it is not repealed and is implemented as of January 1st next year, there will be tremendous chaos. The law has been passed, and the tax law exists, but the collection system is not in place at all. Therefore, all the responsibility for the chaos in the financial market will fall on Jin Seong-jun, especially since he will have to face the backlash. It will be difficult if this continues.

If, starting from January 1st next year, we proceed with the implementation as discussed by lawmakers like Jin Seong-jun, many citizens will likely take to the streets with pickaxes and torches. It will be the day of the Democratic Party's downfall. Candidate Kang Min-soo for the National Tax Service mentioned that the burden of tax administration will become too severe with the final tax return. If we switch from preliminary reporting to final reporting all at once, the compliance costs for taxpayers will be significant, and we may struggle to manage the tax administration workload. There are 20 million people. In May, if suddenly 20 million people, who rarely file personal income tax returns, all try to report at once, it would lead to a complete system paralysis. It cannot be managed.

If we just do source withholding, it won't work. As I mentioned earlier, small and medium-sized securities firms are collapsing, so that option is not viable either. What should we do? We can't do anything. Next, there are issues like the reduction of compound interest effects and source declarations, which is why it is not feasible. If we implement source withholding, the compound interest effect will be lost, and there will be a problem of concentrating investments in one financial institution. If we go for joint taxation, it incurs costs for tax accountants and paralyzes national tax administration, so neither option is workable. If it doesn't work, what should we do? We can just not do it. The current conditions are completely immature; there is no maturity in the environment at all. There hasn't been any research done. But they are just pushing through the law, trying to force it through, as if they are determined to fail. So, Representative Lee Jae-myung is now discussing the comprehensive real estate tax and the complete investment trust.

I will right-click on the tax policy. Now, taxes are a means to provide national support, not a means to increase personal wealth. Isn't that a very reasonable statement? In fact, it is true that the atmosphere has significantly eased at this point. Yes, but this is how it will go; there is honestly no other way. Yes, regarding the implementation timing related to investment, moving forward, the plan is to raise the deduction limit. So, what I mentioned first is that the implementation is harmful, and then when we do it again, the 50 million won limit is causing strong backlash from investors, so they proposed raising it to 100 million won. First, they will implement it, and then change it again, or however it goes, this is what Representative Lee Jae-myung has mentioned. In our country, the stock prices are falling, and small investors are suffering too much. Looking at the first half of this year, it is now...

Among the 20 major stock markets in the world, the KOSDAQ ranked 19th, which means it is almost at the bottom, with only a 1% difference. Yes, the bottom line is that they are planning to double the taxes. Even now, the difference is not significant. The trading volume has also drastically decreased. The trading tax is expected to drop by about 3 to 4 trillion won. If they quickly abolish the trading tax, trading will become active again, and the trading tax will increase, allowing everyone to participate. 

Furthermore, it seems that they are clearly showing a right-leaning approach aimed at the centrist voters while strengthening their power. If the trading tax is not abolished, Representative Lee Jae-myung will not even be able to dream of becoming president. That is the current situation. A gathering of the Better Future group, which includes Democratic Party member Jin Sun-mi, has recently led to her nomination as the Minister of Education and Deputy Prime Minister, as well as the Minister of Gender Equality and Family. Both individuals belong to the Better Future group within the Democratic Party. These people have all caused serious problems. This group, Better Future, was formed after President Moon Jae-in stepped down, and looking back, it seems they haven't done anything worthwhile; they left things in disarray. The lawmakers who played a key role in that chaos are from Better Future. On the 15th, Better Future is the largest research group within the party, primarily composed of the 86 group and first-term lawmakers, with around 50 current members, and Representative Kang Won-sil is in charge. The story hasn't been discussed much, but we are united in our determination to move forward together with this representative. Please consider this as a request for cooperation. At that time, regarding the arrest of party leader Lee Jae-myung, when the vote was held in the National Assembly, those who played a key role in ensuring that a favorable vote was cast, leading to the conclusion of his arrest, are all gathered in this group. This group includes members like Kim Dong-min, Kang Hoon-sik, Ko Young-hee, Kwon In-soo, Kim Kyung-man, Kim Sung-joo, Kim Sung-hwan, Kim Seung-nam, Kim Young-ho, Kim Won-hee, Nam In-soon, Do Jung-hwan, Min Byung-duk, Baek Hye-ryeong, Seo Dong-young, Song Gap-seok, Shin Dong-gun, and behind them, Hong Ik-pyo, Jin Sun-mi, Jin Sung-jun, and Cheon Jun-ho, including Woo Won-sik. This group consists of many politically active individuals from the Democratic Party. They are currently holding us back. So, why is that? Ultimately, it comes down to the office.

The method of funding involves the indictment of four individuals, including Kim Bong-yeon, who received bribes from the former chairman of Star Mobility, Kim Bong-hyun, and current lawmakers Kim Dong-min and Lee Soo-jin. The core issue is that Congressman Kim Dong-min was affiliated with a better future. The trial of these four former and current Democratic Party politicians was transferred due to allegations of lobbying by Kim Bong-yeon, the main culprit in the LINE fund scandal. These individuals include proportional representative Lee Soo-jin, former lawmaker Kim Young-chun, and Kim Gap-soo, who were all closely associated with the pro-Roh faction. They have been aggressively pushing for the interests of the fund, and even though Lee Jae-myung is leading the Democratic Party, they are undermining him from behind. It is essential for you to take the lead in addressing this issue. This is the message being conveyed.

From February to April, I received 100 million won in political funds under the pretext of election funding and facilitating permits for the Yangjae-dong cargo terminal site. Additionally, I received a suit worth 2 million won from Kim Bong-hyun. There are allegations regarding this matter, but it has not been conclusively determined yet. In February and March of the same year, Lee Soo-jun, Lee Won, and Kim Young-chun received 5 million won, while Kim Gap-soo, the former spokesperson, received 50 million won from Kim Bong-hyun and Lee Kang-se. The prosecution views Kim Bong-hyun, the former CEO of Star Mobility, and Lee Kang-se, the former president of Gwangju MBC, as having violated political fundraising laws with a total donation of approximately 160 million won. Kim Young-chun is a person heavily linked to corruption scandals and can be considered a representative figure of the pro-Noh faction in Busan. The LCT incident was involved, which was mentioned on November 18, 2016, as being connected to the pro-Noh faction, but this was also simply overlooked.

We need to re-investigate these parts as well. These corrupt individuals are currently colluding and holding a sale. The drama whirlwind has brought forth a president from the Democratic Party, who is a former activist and now a lawyer from the Minbyun (Lawyers for a Democratic Society). It turns out that he is in cahoots with private equity funds. The person who was the Prime Minister is a former prosecutor. Now, he claims that he will create a fair and just country, promising to turn this land into heaven, but those who made such promises have turned the world into hell. The ones who promised to turn this land into heaven are precisely the pro-Roh and pro-Moon factions. They are receiving funds from private equity and are actively pushing for the gladiators. To properly establish the Democratic Party, all of these individuals must be expelled. The reason this is not 100% fiction is that the drama's script was written...

Park Kyung-soo, oh, this person was involved in Moon Jae-in's campaign. Yes, on December 28, 2012, which means it has been since 2012 until now. Park Kyung-soo, a writer from the recently popular TV drama The Chaser, participated in the campaign for Moon Jae-in, the Democratic United Party's presidential candidate. Upon participating, he saw that the group promising to create a fair country and a just world was actually colluding with the Sang Fund to turn the world into hell. This served as the motivation for writing the drama script, which is exactly what The Wind Blows is about. Ah, Jin Sung-jun is now saying that the financial investment will be implemented as planned, while some adjustments are needed regarding the tax system, such as excluding child deductions from income deductions in year-end settlements. Who will do this? I will do it; I have said all of this. Ah, it seems you might be pleased, as it is turning out as you intended.

I am really surprised. Why does the world seem to flow according to what I say? I have a significant influence. However, while everything else has been addressed, there is one thing that hasn't been touched: the restoration of the tax cuts for the 3rd fund. If we don't classify it and continue with the current comprehensive taxation, we could end up paying the same 49.5%. This means we could collect an additional 8 trillion won in taxes. Despite the fact that there is a way to collect an additional 8 trillion won in taxes, Representative Jin Seong-joo has not adopted this approach, and instead, we hear discussions about insufficient tax revenue and tax cuts for the wealthy. This doesn't make sense; it's simply unacceptable. The concerns of the public are that we can make adjustments, and while some parts need to be resolved and strengthened, the scale of those issues is enormous, making it physically impossible to implement by next year. That is the conclusion.
