Hello, it's been a long time. You are supplying housing to ordinary people. Today, we will ask about various things like Gold City, construction costs disclosure, and half-priced apartments. In between, policy issues are important, but could you please share your philosophy on housing? Our society is really blocked by real estate. I came to Seoul 70 years ago. When I was five years old, I came to Seoul, and there is still a pagoda in Samcheong-dong.

I grew up in a monthly rental room in a house that was illegally built on a mountain called Sam. Next to the house where I lived, there is singer Jeon In-kwon, who is one year older than me. He still lives in that house. The land where the house was built, which I have strongly advocated for, is owned by the government. It's ironic that only the building is privately owned. Yes, people build buildings, but land is something that people cannot create, so I have been thinking for a long time that what if we could buy and sell only the buildings in the living spaces that people inhabit. However, now in Singapore, I looked into that a bit. I went to Singapore two years ago with Mayor Park Won-soon.

A couple who turns 25 and gets married will be given a free 30-pyeong apartment worth around 350 to 400 million won, which is about 20 to 30 pyeong in size. Yes, that's right. Therefore, the proportion of public housing ownership is about 80%. Yes, it's a country where you don't have to worry much. It's not that the government provides everything financially, but it's a system where individuals gradually pay back. If you continue economic activities like a pension plan, it will accumulate. Then, after 10 years, you can sell the house, have children, and have another chance to buy a house with about five rooms and 55 pyeong. Yes, introducing a system like this to eliminate worries for a lifetime, Singapore, which is about the size of Seoul, has a country like Gyeonggi Province, which is about 20 times the size of Singapore, and if you look at the whole country, it's a very large country with vast land. Yes, questioning why we have to suffer so much with this house, from 20 years ago...

Since the construction of Pangyo New Town, it would have been nice to only sell the buildings. If we were to do that in a new town, then the housing issue could be easily resolved. However, it was a bit difficult to accept that idea. Since last year, our construction company has been supplying apartments in Seoul. We are selling 25 square meter apartments for 350 million won in neighborhoods like Godeok, Gangil, Magok, etc. From next year, we will have building sales apartments popping up all over Seoul, including Seongdei Village in Seocho-gu, Guryong Village in Gangnam-gu, and even in places like the former prison site in Songpa-gu. Additionally, out of the 34 complexes we own, around 100,000 units are expected to increase to 400,000 units through reconstruction, with 60,000 new units being built. We plan to sell building apartments in various locations like these. Also, if the Ministry of Land, Infrastructure and Transport allows us to participate in about five of the three new towns, we will be able to join them.

I will try to supply affordable apartments even in new cities. By providing them, we can stabilize the housing prices throughout the capital area. That's why I have already requested the Ministry of Land, Infrastructure, and Transport and the Prime Minister's Office. Let me ask you one by one. In the case of Godeok and Gangil, how did the price of 350 million won come about? We are only building the building, right? It will be an apartment where you can live as you please once you move in, right? Exactly. So far, when our apartments reach about 40 years, we have to rebuild them. But now, we are building houses that can be used for over 100 years. Therefore, the reason we are receiving 350 million won for a 25-square-meter apartment, even though the cost is only 200 million won, is because we are building houses that will last for 100 years.

Since we are also a business, we need some profit, so let's sell the units at 350 million won each. So, 350 million won was decided, which is about 1 to 1 compared to the surrounding market price. That's right. The surrounding market price is around 1 billion won, but since we are selling the building at 350 million won, it's about a 30% level. The subscription went well. It's not a subscription, it's a reservation. The reservation rate was very high, with an average of 40 to 1 for people in their 40s and 180 to 1 for young people. In the past two years, all apartments have not been sold, so construction companies and public institutions are delaying or having trouble selling unsold apartments. However, the apartment we sold had an explosive response. Yes, that's what's happening. We are currently constructing it. After it's completed, those who made reservations will have the priority for subsequent sales. They will be able to move in after completion. When we finish building them all, we will pay close attention to the quality.

Okay, let's go in and buy an apartment with nothing in it. Also, the market price is what we bought for 350 million, but if we compare it to the surrounding market price, it seems like we might incur a loss. In that case, we just need to cancel the reservation. If we go at that time and evaluate it in various ways, we don't want to go in, so they don't have to. That's right. So, the key question is, elderly people, but the land is in Seoul. After 30 or 40 years, as people age and the buildings in Seoul become old, if they are told to move out, what will they do? You don't need to worry. If it's been only 10 years, you can sell it to anyone and move. Or even within 10 years, if you don't like it much, then we'll buy it all. So, it's okay anytime, whether it's 10, 20, 30, 40, or 50 years, even if you live that long. Why did they divide the houses like this? It will take 100 years for redevelopment to come up.

Even if it is rebuilt after 100 years, the land is owned by a public enterprise, so it is practically owned by the state. Therefore, those who own houses on the ground can exercise their surface rights at any time. For example, if an earthquake occurs and the building is destroyed, the Seoul Metropolitan Government would say, I'm sorry, the building was yours, but since the land belongs to us, you have to leave. This cannot happen. You can rebuild and live there again. When rebuilt, the right to own the building continues forever. So, even if you don't own the land, you practically have eternal ownership of the building. However, to alleviate such concerns, even if it costs a bit more for construction, we build more robustly. If you were told to build, yes, Mayor Oh Se-hoon of Seoul said that for Seoul to become one of the top 5 cities in the world and a high-quality city, the apartments and houses built by public companies should be at a world-class level. I agree as well. It is much more economically beneficial for us to build things well on the same land so that while others use it for 50 years, we can use it for 100 or 200 years. This way, the economic gains are much greater, and it also minimizes resource waste and environmental destruction. Unlike tearing down buildings that are 40 or 30 years old and rebuilding them, which is not common among advanced countries, we are meticulous in our current design, thorough in supervision, and have accumulated experience in construction over the past 30 years. Therefore, some astonishing apartments will be built in the next 1 year and 6 months, and those who have made reservations will benefit from this.

You will be amazed once again by supplying apartments at such a low price, and because they haven't invested in any of the two units, they can cancel anytime. They have introduced a supply system where consumers are truly kings. However, whether it's Samsung, Hyundai Construction, or GS Construction, they all claim that their buildings are the most sturdy, safe, and well-built. They say it will last for 100 years. But to build even better, they increased the construction cost and the selling price a bit more. They are now disclosing all the costs. So, when the CEO comes, he will say, We built this much, invested this much money, actually, this much was left over from the SH construction. They are disclosing everything. But how will you prove that it is sturdier than the apartments built by large construction companies? So far, we have built apartments.

I have been in the construction industry for 30 years, and I have disclosed 20 years of it. From 2005 to 2022, for 20 years, I have disclosed the actual cost of apartment presales. In 2005, a 25-square-meter apartment cost 100 million won. But now, recently, a 25-square-meter apartment costs 200 million won. However, apartments worth 200 million won are usually discussed for reconstruction in 30 to 40 years, but the ones being built now cost 300 million won. To prove that our apartments are better than those of Hyundai or Samsung, we reveal how much steel is used in the design drawings. By disclosing all the design drawings, experts can assess how well it is built. We also disclose how much the actual cost is. Therefore, if the actual cost is less than 300 million won, we will reduce the price. Even if it costs a little more than 300 million won, we sold it for 350 million won in presales, so it is known that the presale price is very reasonable.

So, why do we disclose these costs? By using the construction of this apartment as a benchmark, we allow citizens to compare the selling prices of apartments built by the private sector. People can see it and we will disclose it, so please compare it with apartments built by other private construction companies. This is the intention. Also, compare it with apartments sold by another public enterprise. Yes, I understand. In a market economy, it seems like Hyundai Motor is making excessive profits. Genesis makes good cars, but they seem too expensive. From the wheels to the engine, disclose the cost. If you do that, it wouldn't be right, would it? Oh, I don't ask for disclosure privately. Because we are a public enterprise. Yes, our company's owner is the citizens of Seoul, ten million of them. Yes, the people buying apartments from us are the owners of our company. Yes, this much money went to the owner. We pay operating expenses and profits to this extent. Yes, of course, we should inform. Let's talk about apartments a bit.

I'll do more because, regardless of whether the CEO's approach is right or not, the biggest direction we should take between us is to supply cheap and good houses to the middle class for the homeless. There are various methods, but the path remains the same. Therefore, we are selling a 25-square-meter apartment for 350 million won, providing an 80% loan at 2%. So, with only 70 million won, you can move into a new apartment of 25 square meters. The apartments nearby are rented out for 500 million won, but you can move in for just 70 million won, much cheaper than the rent deposit elsewhere. This way, by simply bringing the money that would have been used for rent deposits elsewhere, anyone can supply houses at a low cost. We are doing our best to make this known to the general public. Next year, we will have another subscription like this.

Subscription, moving in, oh, those people, the land is truly owned by the public, and only the buildings are well built. People move into apartments and live well, and after 10 years, they sell at a higher price and do well. I earnestly hope that such precedents will remain and take root in our housing supply as an innovative way. To do that, I will ask a few more questions. In the past, even when I was a reporter, there were many attempts like this. Representative Hong Jun-pyo also suggested something, but it didn't work out. So, it seems like there was a conversion to sales before. Why did it fail back then and why is it successful now? The thing is, um, it was successful back then too. Yes, they sold 30 square meter apartments in Gangnam and Seocho for 200 million won. In 2010, they only received construction costs and sold only the building. So, at that time in 2010, they were selling these.

After 2010, over 2 million apartments were built in the capital area. If there had been a lot of supply like this, the apartment prices wouldn't have skyrocketed to an average of 1 billion won now. Apartments in Gyeonggi Province wouldn't have surged to 700-800 million won. But why was that bill scrapped? It was because of industry lobbying. If those apartments were supplied, it would have been during the MB administration in 2011. That's a different story; it's a public rental housing project. Back then, a public rental housing project was supposed to supply 2 million units, but the industry blocked it entirely, preventing the supply of public rental housing. Instead, they took the land for 10 years of development, converted it to private housing sites, and went about it that way. In the end, in 2016, the law was repealed. It seems there is no way to supply it. But as far as I know, especially in Gangnam, right? Seocho, Seocho, there, now, the greenbelt.

In the local area, there is a house built in a Dutch style, designed by the Dutch royal architect. It was well built to blend in with the greenbelt like a European castle. In Seocho-gu, the selling price was around 300 to 400 million won. However, the value of the house has now greatly increased, hasn't it? It has reached 2 billion won. Criticizing the housing supply policy is not the point here. Those who were fortunate enough to win in the lottery are taking advantage of the social benefits and public interest not just because they were lucky enough to win. What do you think about them taking the full value difference just because they were chosen in the lottery? There is a transfer tax system in place, so 50% of the profit is returned to society at the transfer stage. If these people...

If you have lived in a place for more than 20 years, the capital gains tax will decrease significantly when you sell it. But they didn't raise the house prices, it's just that our government and policymakers have misused housing policies. These people suddenly received unearned income. They were just living there, and they haven't even realized the profits yet. They have to sell it. The responsibility lies not with the citizens or the people, but with the policymakers and administrators who have mismanaged housing policies or laws. They are the ones causing the problem. They could prevent such unearned income through proper policies, but they are not utilizing such policies. I have been working hard for the past two and a half years to show a model of such policies. So, I'm not saying that the way of supplying housing is wrong, but those who entered the house subscription process are speculators.

No, that's absolutely not the case. However, when I look at it now, out of a thousand people, only one person gets that luck. Currently, those who reserved a lecture at Godeok last year and are entering the lottery next year, from what I see, in a few years, at least double that, yes, double. Can't we somehow divide this up? I completely agree with supplying housing like this, with limited land and a limited budget. But how can we improve it if it's like the lottery, only going to lucky people? So, the first solution to improve this is to increase the supply volume in Seoul so that thousands of units can be supplied every month. And then, in Gyeonggi Province, there are sites secured for building 1.5 million apartments for the Samsong New City project. If only half of that supply is provided, some people can benefit from such advantages.

If one million people can get such houses in the next 4 to 5 years, the existing housing prices will also stabilize significantly. Ultimately, about ten million homes in the metropolitan area can benefit from the stabilization effect of housing prices. In other words, we need to increase the supply as much as possible. Should I move the microphone a bit this way? So, we need to increase the supply. The government is not trying to increase the supply. Instead, this year, they completely canceled the preliminary subscription for the Samgi New Town. In the past two years under the Yoon Seong-yeol government, they did not sell apartments that were not even pre-sold, but rather conducted preliminary subscriptions. Therefore, last year, in the case of DaeBang-dong, they conducted a preliminary subscription for an apartment that will start construction in 2030 and will be occupied in 10 years. And suddenly, the Ministry of Land, Infrastructure, and Transport said that this year...

In the capital area, there is no supply yet. Why is that? As far as I know, the government of the upper new city is in a hurry, so I feel like it's because we are being compared too much. When we go to the 3rd new city, we will supply over 50,000 units of buildings. Oh, after that announcement, there were announcements. Then, in the upper new city, there will be various types of rental housing, right? Yes, the Ministry of Land, Infrastructure and Transport will supply rental housing not by that method. So, the Ministry of Land, Infrastructure and Transport comes to Seoul and buys villas, detached houses, or officetels by tens of thousands per year. So, there will be rental units in the new city. Of course, there will be 20% of rentals. Looking at the case of the 2nd new city, even the land of the rental housing supply was given to the private sector.

In the case of rental housing sites, after 10 years, they are sold by conversion to pre-sale, or there are very few apartments that are directly constructed to supply rental housing. Also, the land lease building pre-sale is only for the building, so the land is for lease, in other words, for rental housing. However, they classify it as pre-sale housing and avoid supplying rental housing. So, in the current situation where they are trying not to supply rental housing, I will ask from the government's perspective. Half-priced apartments are good, and it's also good for the government or local governments to supply apartments cheaply by owning the land. However, the method of stabilizing the housing of the people through affordable rental methods, such as the countless rental methods we have used before, like LH, receiving a deposit of around 400,000 KRW per month, is not a bad way. What do you think about this kind of method?

For about the past 10 years, we haven't really built any houses. In the last 10 years, in what way did we supply them? In Seoul, we provided about 3,000 to 15,000 villas, multi-unit houses, and multi-family houses, or we purchased existing single-family houses through demolition agreements. Currently, civic groups are raising issues, questioning why they are buying 20-pyeong villas for 600 to 700 million won when they can buy a 25-pyeong apartment for 300 million won. Why are they supplying in this way? It is such a serious issue that they are raising these concerns. However, these issues are not becoming social problems through the media but are being covered up. That's why I appear on this show, to talk about building supply methods, pre-sale prices we are doing, and the disclosure of the cost of pre-sale to consumers. How beneficial these systems are for consumers, and why isn't there promotion or spread of such systems? It's frustrating. Next is LH.

I propose policy debates with CEOs or other public company CEOs. Let's have policy competition, quality competition, price competition, and even public companies should compete. There is no response. Next, the Ministry of Land, Infrastructure, and Transport or the Presidential Office, the central government, should promote this competition. But that's not the case. Even the opposition party leader, Representative Lee Jae-myung, said he would provide 300,000 basic housing units during his time as the Gyeonggi Province governor. What did he say back then? He said the party did not make a law, so they couldn't provide these basic housing units. Now he has become the party leader, and he is over 180 seats. So, I plan to propose a bill to only supply those buildings in the Democratic Party soon. Governor Kim Dong-hyun promised to supply 200,000 units of affordable housing.

The first pledge. But it's been two years now, and there hasn't been any supply at all for two years, right? For example, in Gyeonggi Province, there is a project like G Project, but they haven't supplied a single unit in two years. They promised to supply 200,000 units, but there are only 13 sites designated for supplying apartments in Gyeonggi Province, and Minister Won Il-ryong added three more to make it 16 now. New cities are being developed in those areas, so why haven't they been done there? The reason they haven't done it is that if they do, housing prices will fall. Isn't it something that Governor Kim Dong-hyun should take responsibility for? I think he was the Deputy Prime Minister for the Economy at the beginning of the Moon Jae-in administration, and housing prices have been rising since then. Yes, it's been two years since he became the governor, but I haven't heard a single word from him about his first pledge, housing policy, or real estate. I haven't heard anything about disclosing the actual cost of supply, pre-sale regulations, or the various innovative policies we are implementing. Yes, yes, anyone could hear about it.

Because it's a policy, please take a look. First, the 100-year house only sells the building, then the property disclosure that reveals how much property our public enterprise owns, followed by fair wages for construction workers, disclosing the design drawings we have when we do business, disclosing how much money we made from the business, then disclosing the cost of development, the post-sale system where apartments are sold after being built, followed by the direct construction system where construction companies directly carry out the construction. Two years ago, we had a case where a building collapsed while building the iPark in Gwangju Hwajeong-dong, causing construction workers to die, and last year, a parking lot collapsed while building an apartment in Eoi, Incheon Geomdan. Looking at these incidents, why don't they come up with follow-up measures? Yes, why don't they come up with such measures in the future, coming out with only about 3% of these things.

Since you mentioned it, LH's purchasing and leasing of villas is an old business. I understand that buying villas costs a lot of money. But in the view of the CEO, it is better to build rental apartments from a cost perspective. Because you can buy 25 pyeong for 200 million won, as I mentioned earlier. This is real. This is the Green Belt area. From LH's perspective, if they say they have no land, it's not true. The Sanggye New Town is a Green Belt area, and currently, nearly 2 million apartments are mainly supplied in Gyeonggi Province. If they say they have no land, it doesn't make sense. Understood. The basic principle of apartment prices is to own the land but only the building. Now that local governments own the land, if you only own the building, the land value drops, so you can have your own home at a lower price.

You can live there for a lifetime, of course, you can buy things, you can pass it on to your son, exercise property rights without any problems. But the thing is, this is not the same case now. If you take a ride by the riverside here, you'll see an old apartment building, that's right, a 70s era 15-square-meter middle-class apartment building. So, a middle-class apartment, it's been about 40 to 50 years. Yes, it's a middle-class demonstration apartment. If you go to the right side of the Mapo Bridge, you can see it right away, it really looks like it could collapse at any moment. Now, the Seoul city owns the land, but why isn't it being redeveloped? Because the building is 20 square meters, but back then it was sold for 5 million won.

I received the apartment, which is currently being traded at around 1.3 billion won. It's just the building, the land is owned by the Seoul city. There, the members of the cooperative can form a cooperative and proceed with reconstruction. They are asking for the land to be sold to them for development. Even if there is a slight delay in doing it now, it's just a matter of time. Since the building is over 50 years old, I believe that it is possible to reconstruct it by forming a cooperative. So, a building purchased for about 5 million won is now worth over 1 billion won, and if reconstruction is done, it could be traded at a much higher price. They are trying to secure the land as well, so there is a slight delay. Are the residents asking to sell the land in Seoul? Give us the land, we will pay for it. If the land is transferred to the cooperative, we will receive a fair price. Well, I'm not sure about that now, but the Seoul city has decided to transfer the land.

Yes, that's right. Yes, so I heard that they secure buildings and land to promote reconstruction. I will ask one more thing. Among the many considerations I had for a long time, I heard that the land in Goduk Gangil was sold well because it's good. Other good lands are limited. The question is whether we can continue to supply happy apartments through this system. As I mentioned earlier, there is also the Magok Development Zone, and there is also a new development in Gangnam called Guryong Village. Guryong Village is now being compensated. Yes, Songmaeil in Seocho-gu has already finished compensation. And in places like mountains or even in the International City, we can build buildings for mixed-use and supply them in Seoul. Yes, next, in Seoul, we have 100,000 apartments.

There are plans to rebuild 100,000 apartments owned by Istem, and in addition, they will sell the building units. In Gyeonggi-do, they are planning to build 1.5 million apartments. President Yoon Seong-yeol has already promised this, and the Gyeonggi-do governor has also pledged to supply 500,000 houses. Even the opposition party has promised to supply a significant amount. I don't understand why they are not supplying. If they sell about 30% of that amount, it will be enough. If they find the current method difficult, they should involve us. Ignoring this will cause many issues. If apartments like these are flooding everywhere, what will happen to housing prices? Not only will the prices of existing homes stabilize, but also more affordable options like public rental housing. However, even for that, you still need at least 100 million to a few hundred million won. This is cheaper than that.

As I mentioned earlier, we provide a loan of 350 million won at a very low interest rate of 2% with an 80% loan-to-value ratio. Such loan products are hard to find, right? Because it's supported by the government, through housing funds, we can provide loans at a very low interest rate of 2%. Even if you don't have 100 million won of your own money, you can still buy a house. The public housing brand is New Home, and the apartments there can be purchased with an 80% down payment loan at 1% or 2% interest rate. However, since the land of these apartments is not privately owned, it was said that this low 2% interest loan may not be possible. Is that incorrect? Oh, that hasn't been confirmed yet. Currently, we can provide loans using the security deposit for the lease as collateral. Refusing to lend money using the building as collateral is not logical. Also, since loans have already been taken out using the building as collateral for these apartments, it's being used.

Yes, but the problem is that the Ministry of Land, Infrastructure, and Transport has not made a decision on what we are still supplying. They have included New Home and should apply for New Home loans, but the practitioners have not made that decision yet. I am sure it will be done without a doubt. Of course, we should receive loans there because there is collateral with the collateral building. Let me ask about Gold City. I didn't know well at first, so at first, I thought it was a news about Gold City or a casino business. If the owner explains it easily, it's Golden Age in life when you say Gold City. It's a city where students who don't receive monthly salaries and don't commute to work every day to avoid stress gather to enjoy their golden age. If we look closely at Seoul's housing problem, the solution to Seoul's housing problem cannot be solved only in Seoul.

Over the past 30 years, we have tried to stabilize housing prices by building a new town closest to Seoul and increasing the supply through that new town. However, the results were not successful. As I mentioned earlier, we should have implemented policies that could directly affect housing prices in Seoul, such as encouraging retirees in the metropolitan area to move out or only selling buildings in Seoul. Instead, young people went to Seoul and bought houses, commuting daily. This policy failed. So, as an alternative, we proposed the Gold Seat. We can buy houses for retirees who own apartments in Seoul and supply those houses to young employees who keep coming into Seoul, so Seoul can solve the housing problem, and rural areas can solve the problem of disappearing population. We should build Gold City very well in the region. People living in Gangnam or anywhere in Seoul will come down there, right? Where does that money come from? So, for example, if we build Saemangeum City as Gold Town, we will buy houses just for moving to Saemangeum City. In Gyeonggi Province, the land price is usually around 1 million won per pyeong. About two years ago, there was an incident where LH employees bought land in Gwangmyeong for 1 million won, planted trees, and received 2.5 million won in compensation. Gyeonggi Province still has land prices of around 1 million won per pyeong, and the land cost for building apartments is sufficient at around 20 to 30 million won, 30 to 40 million won. Therefore, it does not involve a lot of costs, and when selling the buildings, we receive enough money from the building presale prices, so there is no problem with funding. The gist is probably something that many of our citizens will empathize with.

Yes, but realistically, if we announce a plan to create this city tomorrow and if we ask you to sell your house in Seoul to us, would as many people as us really be obsessed with houses and actually move away from the housing culture in Seoul? If I sell this, will those who have built well in Samcheok, in the current pilot zone, choose this? So, when we conducted a public opinion poll and specifically targeted Samcheok, out of ten people, four people said, Yes, if I can buy a house at that level in that area, about 200m away from the beach in Donghae, a very luxurious house at the level of an apartment, I would be willing to move and live there. So, how far has the business come in Samcheok? Samcheok has a climate similar to Naples in Italy, where winters are mild and summers are very cool. The mayor of Samcheok is very proactive, so things have become very concrete. Land compensation will be included next year, and progress is being made very quickly. Also, we have made agreements with Gangwon Province to develop areas like Yangyang, Sokcho, Chuncheon, and Wonju tomorrow.

We will establish academic ties, so we will be working in many places in Gangwon Province. Mayor of Chuncheon visited us last week and suggested developing various parts of Chuncheon City into a Gold City format, which we are currently reviewing. Once the Gold City is designated, we will make agreements and start construction. After completing a certain extent of the project, we will look for people to come down from Seoul. For those who are interested in living there, there are two options available: one is to purchase a property, and the other is to buy a membership.

They don't just live in one place, but in Samcheok, Sokcho, Yangyang, Busan, or the southern coast, eastern coast, western coast of Korea, and even in other places like Vietnam, the Philippines, or even California or Canada. In the long term, expanding Gold City to places like this will allow our middle-class adults and elders who have led Korea to become an advanced country to spend their golden years anywhere in the world they desire after retirement. This project, Gold City, is about spending the golden age of life. Basically, we are facing issues such as regional disappearance and the excessive concentration of population in Seoul and the metropolitan area. The policies mentioned by the chairman are urgent matters that not only SH but also the government and our entire society must respond to with all our efforts. However, the problem now is what I mentioned earlier.

Like this, from the countryside to Seoul, from the capital area to Seoul, from Seoul to Gangnam, this centrifugal force is so strong in our society. Even I, just living my life, if I continue to live like that, saving money to get married, to get married, you need to buy a house, if you buy a house, you need to increase the square footage, if you increase the square footage, you need to go to Gangnam. Isn't it that our society cannot escape from this ideology? I tried to cut that cycle by developing ten innovative ideas over 20 years, and I personally implemented these ten innovations for two years. So, I can break that cycle you mentioned now. Next, instead of living in apartments in Gangnam that will be rebuilt in 40 or 50 years, I suggest supplying houses that can be lived in for over 100 years in a better environment. Also, I am thinking about houses in the capital area. If you go to the capital area, there are 100 golf courses. I suggest taking townhouses within those 100 golf courses and enjoying golf in the future. By utilizing various policies that have not been used so far, we can break the vicious cycle anytime.

There are numbers, and the opportunity is now. So, to show it directly, we are currently proposing to transform five areas similar to Pangyo New Town as a pilot project in the 3rd Gyeonggi Province New Town. It is an important question, so I will ask again. However, now the aforementioned new town project is actually not selling land well, as the economy is not good, and I heard that private construction companies are not even buying good sites, including mixed development sites. But now, we will not sell the land there, we will build good houses and bring very stylish houses that can be used for over 100 years to Gyeonggi Province. We will make it possible for not only Gyeonggi Province residents but also anyone to live there at a very reasonable price. If we do that, it will have a significant impact on the housing market in the capital area and Seoul, and unnecessary bubbles will burst.

That's right. This is a great opportunity. President Yoon mentioned that he will not miss this opportunity. It's a promise he made with me three years ago. Three years ago, when he declared his candidacy for president, we met ten days later and talked for an hour and a half. In that conversation, there were 10 innovative ideas, and the most emphasized point was breaking the vested interest cartel. He believes that for South Korea to advance, the corrupt cartel must be dismantled. He said that if South Korea breaks free from the corrupt cartel, it can become the world's leading country. They just focus everything on Seoul, spending nearly 80 trillion won on projects like the Seoul Metropolitan Subway (GTX). However, this kind of policy, focusing only on Seoul, doesn't work. The capital region of Seoul is already developed, so let's achieve the nationwide development of Seoul. Let's commute from cities like Chungju and Chuncheon to Seoul, and from Seoul to Chuncheon. There are so many problems in our housing market. Right? Housing prices are rising, property tax issues, and it's all messed up. Our country's real estate market is not a country of apartments, so young people find it too difficult to buy a house. This leads to difficulties in getting married and having children, so it's all tangled up. Where should we start looking for solutions?

Wouldn't it be nice if an apartment costs 200 million won? With 200 million won, you can buy an apartment. If the government decides, they can give one 200 million won apartment to each couple getting married. We have the economic power to do so. It's time to think about whether it's necessary to raise housing prices for 50 years and make wrong policies. Even now, after owning an apartment for 50 years, we can't even use it for 50 years and it collapses. Do we really need state-owned enterprises that build apartments like that? In Korea, there are 20 development state-owned enterprises in Gyeonggi Province, including cities like Seongnam, Anyang, Uiwang, and Gwacheon. Then, there are 40 development state-owned enterprises nationwide. Why do we need LH when there are entities like SH? Is it necessary to have the Ministry of Land, Infrastructure, and Transport and the Housing Agency to handle housing policies from a housing welfare perspective? It's time to address housing policies in terms of residential welfare.

It's time to rethink from scratch. I am confident in that. I made such a suggestion to the President and also met with the leader of the opposition party, Representative Lee Jae-myung, several times to propose it. Now, if they truly recognize that the low birthrate issue and the regional extinction problem can be solved with the innovative policies I have presented, of which about ten have already been verified and implemented, even by introducing just a few policies, South Korea can solve the low birthrate and regional extinction problems at once. You showed the construction cost earlier, but basically, construction costs and unit prices increase every year. However, in the past 2-3 years, construction costs have surged again after COVID-19. Isn't the redevelopment market or reconstruction market in chaos because of this? If your own property in Bundang isn't selling, then let's raise the selling price altogether. Since it's not being built anyway, it's better to buy if you like it and if not, just leave it.

Prices are set based on the formula. Right now, the verification of the prices is not being done properly. There is no other country like Korea and the U.S. that sells apartments without even building them from the ground up. You have to buy expensive goods worth 1 billion won each without even seeing them. I will break this backward system. So, I will eliminate the word apartment pre-sale next month and sell after completing the construction. Yes, we are currently selling 90% pre-sales, but we will switch to 100% pre-sales in the future. The government has the money to build apartments, the credit to match it, and the land. How can the private sector build and sell apartments after completing them? The private sector cannot secure apartment sites, so they cannot do it themselves. Therefore, the private sector just needs to build well. Construction companies are responsible for construction.

The company itself should do it. Construction costs should be reasonably set and paid. Currently, the Ministry of Land, Infrastructure and Transport has established basic construction costs and set construction costs that are short. So, disputes arise at each redevelopment and reconstruction site. It is inevitable that disputes will arise, so the government is actually inducing disputes. They induce disputes and then ask the real estate industry to resolve them. We managed to resolve one issue, but we need to prevent disputes from arising. So, if I were the CEO of a construction company, I would take over all the apartments and sell them. If they don't sell, I will switch to leasing. It's time to make such a declaration. In fact, for the past 20 years, the government has provided tax benefits and other incentives for pre-selling apartments, but developers are still selling apartments even before breaking ground.

If we have a certain percentage of land in the world, we supply the land. To receive the land supply, like bees, we have a land bidding. In other words, we set the land at half the price of 1 trillion won, and from the beginning, it's wrong when construction companies rush in to see it. Moreover, they can allow pre-sale without even building an apartment by paying 5% to 10% of the land value. Yes, the government is aiming for profits. What should we do? What kind of incentives should the government give to companies so that even in the long term, after all the apartments are built in this country, consumers can buy apartments? If the ruling party and the opposition party agree up to 180 seats, the opposition party leader can propose a law to obligate post-sale of apartments. They can introduce a law to disclose the cost of apartments. Representative Lee Jae-myung made such a promise with me just five years ago. He can do it since his time as the Gyeonggi Province Governor.
