Hello, this is Mark Roberts. In the Path of Exile's game director's settlement update, the item quality has been revised. Now, when applying a belt or blacksmith's whetstone to non-unique items, the item rarity is not affected. Instead, the quality applied varies depending on the item level. Currently, these currencies apply 20% quality to items with very low levels, and as the item level increases, this value decreases.
